The World Bank in Jakarta, through the multi-donor Decentralization Support
Facility (DSF) that it administers, wishes to employ short-term consultants
to support the Government of Indonesia in its efforts to improve the
capability of local governments to manage natural resources.
The DSF is a government-led facility supported by eight donors and the World
Bank whose principal purpose is to support the decentralization agenda of
the Government of Indonesia, particularly as this pertains to improved
service delivery for citizens.
The following consultants are required:
A. *Team Leader*
B. *Local Government Organizational Development Specialist*
C. *Natural Resource Experts (e.g. fisheries, plantations, tourism)*
D. *Business Development Specialist*
E. *Regional Planning Expert*
F. *Environmental Expert*
G. *Regional Facilitator (Papua)*
H. *Regional Facilitator (Sulawesi)*
I. *Community Development Expert*
J. *Monitoring and Evaluation Expert*
Working closely with Bappenas (*Deputi Pengembangan Regional* and *Deputi Otonomi Daerah*), services will include:
1. Review literature, existing programs and policy in Indonesia
2. Assess management capacities in local governments and suggest improvements
3. Develop capacity development strategies for natural resource management
4. Develop guidelines on natural resource management for different resource types
5. Recommend organizational and legislation changes at national and provincial levels *
Person specifications:*
Advanced university degree (S2 or higher) in a relevant discipline, such as
resource management, planning, fisheries, agriculture, public
administration, economics or management (S1 or higher for F-I)
At least ten years of relevant work experience (five years for F-I)
Familiarity with national and local government structures, processes,
procedures and mechanisms
Familiarity with decentralization and regional autonomy policies and
regulations, particularly those related to natural resource management
Experience working with national and regional agencies
